Best place to base in Belize would be Placencia or Hopkins if you want to avoid the crowds. You can always take day trips to Belize City and Ambergris for scuba diving tours. If you don't mind travelling cheap, use local buses. You can easily travel from Hopkins to Belize City by catching the local bus to Dangriga and then getting another bus to Hopkins. Otherwise, you can always catch a flight to Dangriga with one of the local airlines, and then a taxi to Hopkins.

If you want the best experience out of Belize, stay in Hopkins which has a cool laid back vibe with nice culture (Garifuna). Saying this, Hopkins is a small village and Placencia is a bigger than Hopkins and has more shops, restaurants, bars, hotels, etc. It's really down to "crowd" preference.

    Ambergris to Belize City

Flying is the faster way to get around Belize but the boat and bus will be cheaper. You can catch a taxi boat from Ambergis for about $30 to downtown Belize City, though the boat ride is not very comfortable. You could also fly to San Pedro from either Belize Municipal airport or Belize international airport then, hop on a taxi ($25). Mind you, airfare is cheaper from Belize Municipal airport.
