The best way to tell if a restaurant is good is by looking at how busy it is. If it is empty i would move along and find another spot.
If you're looking for a scenic restaurant and don't mind splurging out, try the famous Eiffel Tower restaurants.
One of them, Altitude 95 is located 95 meters above sea level, and the dress code is casual chic so, avoid wearing sneakers.
The other one is Le Jules Verne Restaurant, which has one Michelin star to its name, and chef Alain Ducasse runs the refined kitchen.
This restaurant has outstanding views, and the prices match the setting.
I would say that if your heart is set on eating here, I would make reservations today to avoid disappointment.
