for me there isn't a better in Costa Rica than the small town of Tamarindo. This place is warm, sunny, and on the coast, so you will be able to lots of water activities, swimming and hanging by the beaches.
By the way, surfing, in particular, is one of the main draws of Tamarindo because of the beach breaks. You will find here too many surf schools and rental shops.
Also, eco tours in Tamarindo cover a variety of different tours like heading off into the jungle or out in the shore lines to see leatherback turtles.
You might want to check out Playa Dominical, which is about 30 miles south of Manuel Antonio National Park. This place is widely recognized as one of the best Costa Rica surfing beaches.
