I've never heard of regular free buses going to Atlantic City from Brooklyn. The only free buses I can think of are the ones provided by hotel casinos. The hotel knows that you are going to spend money in their casino so they provide these free buses.
If you want to further pursue the free buses, your best bet is to call the Atlantic City casinos directly and ask. If they have such a bus you might be able to talk them into a free ticket.
Lucky Streak bus from NYC
You can get the Lucky Streak bus from NYC to Atlantic City which stops at various casinos on the Atlantic City boardwalk. You can buy the ticket at Port Authority for $30 round trip, which I think is a pretty good deal.
The bus ride there was quiet with your average every day people on board minding their own business, though on the ride back there was a little scuffle going on in the back with some drunk heads.
They might exist, but if so they would be for people specifically invited by the hotel because the hotel knows they are going to spend money in their casino.
