also, would you suggest hitchhiking in Uruguay at all?
If you're staying in Montevideo mainly, car rental won't be necessary because you'll have plenty of taxis and buses to choose from.
If you plan to explore Uruguay nationwide, I would say then that car rental is the way to go. In this case, car rental is easily arranged, and it can be sorted out before you even step in the country, with plenty of companies offering Uruguay car rental bookings either online or over the phone.
Regarding hitch-hiking, it's deemed a pretty safe way of getting around in Uruguay, especially in rural areas, where passing cars frequently pick up people from the side of the road.
