Yes, you do need a visa before traveling there. However, if the country you live hasn't got a Kyrgyzstan embassy you can get a visa on arrival at Manas airport. I know this because when I traveled there I got a 3 month stay visa, which cost me $75.

If you're from Russia, UK, USA, etc; you won't need a visa to travel to Kyrgyzstan and you will be able to be in the country for up to a month. If you're coming from countries like China, India, etc; you are required to have an invitation and apply for visa from the Ministry of Foreign Affairs in Bishkek.

Yep, US citizens dont need a visa. Be aware that if you need a visa for Kyrgyzstan you must register yourselves in the local Police Department within 3 days upon arrival to Kyrgyzstan. Also, the visa is valid for visiting most of Kyrgyzstan, aside from areas of Kyrgyzstan that border with China, Engelchek, Northern part of Terskey Ala-Tau, Chatkal valley and Ak-Say glacier in Ala-Archa gorge.
