Playa del Carmen is good to visit for taking the ferry to Cozumel, shopping and clubs but it gets way too busy and crowded with tourists to stay there. A better alternative to Play del Carmen or Cancun would be the small fishing village of Puerto Morelos or Tullum. As far as transportation, go with car rental and choose a car rental company like easyway that has multiple offices in hotspots like Merida, Playa del Carmen and Tullum so you can always drop off the car at any of their branches.

    Have fun.

Mexico is great but staying at an all-inclusive resort won't allow you to experience the real Mexico. Venture into downtown Cancun for real tacos and stay there too as it's cheaper. Downtown Cancun is just 25 minutes by bus from the Hotel Zone, the beach and all the resorts.

If you're the adventurous type you can do Tulum on your own by bus from Playa del Carmen and be more flexible, but taking a tour is really best because tours in Mexico are usually very reasonably priced, even with the All-inclusive tour desk mark-up.
