Rosario is more than worth it in my opinion! Rosario is a city with friendly locals and there is a beach so there are lots of watersports you can do there, as well as nightlife and lovely waterside boulevard.

Rosario has also a few nice museums, a flag monument, and quite a few delicious vegetarian restaurants in case you are sick of beef by then.

In all, if you are in Rosario this summer then definitely spend more time in Rosario, otherwise Buenos Aires is the way to go.

By the way, there is a bus from Montevideo to Rosario but you need to take the route: Montevideo-Salto-Concordia-Paso de los Libres-Mercedes-Colonia Carlos Pellegrini.
