It is sad that South America has a bit of a reputation for not being a safe destination but I can tell you that the majority of South America beaches and south American cities have stepped up security, especially for beach goers, including family beaches.
Some of the best beaches in South America are located in countries such as Brazil, but don't overlook places such as Venezuela or Ecuador, if you're looking for a cheap beach vacation.
For instance, in Brazil you have Copacabana. In Venezuela, you have El Agua Beach on Isla Margarita and in Ecuador, the Galapagos Islands offer some of the best beaches in the country.
