I've just heard that the visa-free travel to Russia has been reinstated for Alaska Natives, which means they can travel to Chukotka without problems. I read this travel issue was a dispute that happened after after World War II.

I know Argentina, Armenia, Azerbaijan, Belarus, Brazil, Chile, Cuba Hong Kong and Venezuela do not need a visa to travel to Russia. There are a few more countries that do not need a visa to travel to Russia, but I know for sure US citizens, Australia, the UK, Canadians, etc need a visa to travel to Russia.
