I personally think Vancouver in December is wonderful. Yes, it is damn cold but the atmosphere around this time of year is great because of Christmas. I wouldn't bother too much seeing Vancouver aquarium but you must visit Granville Island, Gastown, and Stanley Park to ride the awesome Christmas train (running Dec 2-Jan 2). Also, don't miss the Christmas lights display at Van Dusen Gardens starting on Dec 9th.

Compared to all of Canada, Vancouver (and probably Victoria) is going to be warmer in December than other places in the country. With the moderating Pacific Ocean, the city isn't as cold as say, Saskatoon, Saskachewan or Labrador. That's not to say you won't need a coat. :)

The Vancouver Christmas Market (held at the Queen Elizabeth Theatre Plaza) is the place to congregate and hang out in Christmas in Vancouver. The market mainly showcases traditional German stuff like crafts and foods. Also, skating at Robson Square rink is quite fun so you can't miss it!

Lots you can do in Vancouver like taking a city tour or walk around Vancouver park. Also, you can do day trips to Whistler or north Vancouver and Cypress Mountain for a bit of skiing. Granville Island is a great place for doing some Christmas shopping and having a warm drink while looking across False Creek.
