I like visiting Boston during the holiday season because of the lovely decorations, other than that, I don't think winter is the best time to visit Boston, especially if you don't like cold weather. Having said this, it is a great time to visit museums and restaurants, and Boston hotel rates are far less expensive.
Overall, I'd say wait till the warmer months of spring since you'll be able to enjoy much better trolley tours and walks along the Freedom Trail.
Boston had a really rough winter last winter, with a bunch of snow and temperatures hovering around zero degrees.
If you're wondering when to go, it's hard to beat fall in New England. Boston is close to many wonderful shows of autumnal color, and a leaf-peeping tour will be quite wonderful.
