You can visit Valdivia all year long as the weather is pretty good, though bear in mind that Chile is in the Southern Hemisphere so seasons are inverted!
If you want to do fun pursuits like boating tours, hiking excursions, and sightseeing expeditions to local attractions, I'd choose though to come here during the spring season (between November and January).
Having said this, if you travel here at the beginning of February you will be entertained for a week as the annual celebration of Pedro Valdivia begins with cool parades, fireworks, rides, etc.
Take also into consideration the wet months when traveling to Valdivia. The rainy season is primarily from May to October, though rain doesn't last that long.
