Hey,

There is no car rental company that allows you to drive our from Costa Rica or Viceversa. This is because the insurance policy wont cover your rental car outside of the countries.
My suggestion is to get a car in Costa Rica and then get another one in Panama:

I rented with Poas Rental Car, they have an office in Puerto Viejo and then I crossed the border to go to Bocas del Toro in Panama, then, I took a car from dollar to drive into Panama.
