Whales come about Nov. thru late April. The best way to see them is from the Expeditions Ferry which travels to and from Lanai and Lahaina in Maui. It's not a whale watching boat, but great views of whales.
Surfing is very, very limited on Lanai. If you want to surf, they do have a "Surf School" which provides lessons, equipt and transportation. Not as many surfing waves as the other islands.
Trilogy does offer snorkel trips from Lanai around the side of the island, you might see whales on Trilogy.
