High and Low Attendance times for WDW have been documented many times and are fairly consistent---however--- check to see if a major special event is planned during your expected visit (Food & Wine Show, Disney Marathon, etc) and know there are other factors to consider:

Lowest Attendance: January (except New Year's Day) until just prior to Presidents' week in February

Again, this info is backed up by several other sources on the web.

My personal experience has been that the full week after Thanksgiving and the 1st two weeks of December are not crowded and the weather is generally OK.

Other factors to consider regarding attendance times:

Peak times are generally during the summer and holidays because they coincide with school vacations and the parks are very crowded, but that is counterbalanced with longer park hours and more attractions being open.

During off-peak times, the lines may be shorter, but some attractions may be closed for refurbishment, etc. and parks close earlier. Weather issues may also be something to consider for these times.
