Your right it is cheaper to fly to Lima and take a TACA flight to La Paz, you might save $100 US. Or if you really don't mind taking some extra time hop a cheap bus from Lima and see the country of Peru. Go through Puno and spend some time on Lake Titicaca. Its amazing!
