Everything in South America is up for negotiating. Especially if you are a foreign traveler. If you are talking about hostels and incespensive 3 stars hotels it is by all means the case. But for upper hol levels, 4 and 5star bargaining will not work.

Another info for buying handcrafts, always offer half what they ask for.
