Over 70% of Germans speak English fairly well.

Rail infrastructure is well developed and efficient with connections to many airports and bus stations.
Plenty of subways can also take you from place to place.A car may come in handy though when you want to travel at your leisure..

There are numerous areas to shop for clothes in any of the major cities.
Railroad stations and airports are also very good places to find nice shops.

You need to associate your self with young people then they speak fluent english. Older people were not taught english in skool during the hitler rule. For clothing best would in Berlin.

The clothing Mecca is Metzingen, close to Stuttgart: it's an outlet city and the central hub for Hugo Boss.
